Don moved to Calgary in 1977 where he completed High School and received his diploma. Shortly after that he began working with the City of Calgary in the Waterworks Division. It was there that, at the age of nineteen, and upon hearing the testimony of a backhoe operator, he decided to accept Jesus Christ as his Lord and Savior.
In 1983, Don enrolled in Bible College where he began to develop a passion for inner-city outreach and working with the poor. He was married in 1984 to Colette and today they have two children Joshua and Ashley.
In 1991, Don was hired as an inner-city outreach Pastor with Victory Churches International. Since that time, he has founded the Victory Outreach Centre and the Victory Outreach Foundation. Don currently gives oversight to the Victory Outreach Foundation and the Victory Outreach Centre in Ogden, as well as the Eastside Victory Outreach in Forest Lawn.
Today, these inner-city outreaches continue to be challenged in the area of meeting the growing needs of Calgary’s homeless and disadvantaged.
Tom has been with the Victory Outreach Centre since September, 1999, and originally volunteered his time to renovate two houses within the Stampede Park expansion zone. These two houses became part of the seven houses managed by the church within the Victoria Park community. It was at this time that Tom met his future wife, Louise, who had been volunteering as a house captain in one of the women's houses. Tom and Louise were married in May of 2000 and have been one of the pillars of the Victory Outreach Centre.
In November, 2004, Tom received his Certificate of Clergy with the Victory Churches International and, in October of 2006, he joined the Victory Outreach Centre on a full-time basis as an Associate Pastor to Don Delaney. His small business and management background have been an important part in the overseeing and managing of the Alyth Lodge in Ogden.
Tom oversees the various tenants and programs within the building and has had some early success with the new "financial management" program. Tom's strength is his passion for the inner-city issues, the poor and the preserving of affordable housing in Calgary.

She has spent five years on staff with a women’s treatment centre, has worked with the John Howard Society, has worked in the area of probation and parole with the Federal and Provincial governments, and has spent eight years working with families through child welfare.
Pat is the heart and soul of the Eastside Victoria Outreach in Forest Lawn. It is this heart for the prostitutes, drug addicts and the poor that compelled them to spearhead this outreach in July of 2005. She works tirelessly in order to bring comfort, strength and direction to those who have ‘fallen through the cracks’ of society.
The programs and counselling they offer are aimed at helping people move from an area of survival to an area of stability. Building on their early successes, they are reaching further into the community of Forest Lawn and impacting countless lives.
